Noise Line
In 1992, the City of Syracuse voluntarily implemented the Residential Sound Insulation Program. Eligibility for the Program was determined by the Federal Aviation Administration (FAA) as that agency provided the majority of the funding. Homes located within the Day-Night Average Sound Level (DNL) 65 decibel (dB) noise contour were originally eligible for inclusion. The City realized however, that many homes located outside the DNL 65dB contour experience levels of aircraft noise that interrupted daily activities, and requested that the FAA consider a Finish the Block Program which would have included additional homes. The FAA declined, but approved a modified program known as the 300 Foot Buffer Zone Program, which allowed for homes within 300 feet of the 65dB noise contour to receive noise abatement measures.
As of 2001, both the Residential Sound Insulation Program and the Buffer Zone Program have been closed by the FAA. All eligible homeowners have been notified and all of the eligible work has been completed.
